Fiona Blackley, MA (Hons) MSc MCIHT MILT

Fiona Blackley is a Principal Consultant with MRC McLean Hazel. Since joining the company, she has prepared a number of Transport Assessments (TA) ranging from small brownfield residential sites to new mixed-use village settlements and commercial developments. Her work has also included a variety of other projects such as the assessment of access in Paisley, development of proposals for the renewal of Dundee Rail Station, and preparation of a Green Travel Plan for Edinburgh’s Quartermile. Fiona organised the Stage 2 consultation process for Edinburgh City Council’s Local Transport Strategy (LTS) which involved engagement with stakeholders and the public. More recently she carried out detailed social research of Istanbul and London for the Siemens Megacities project and was involved in the development of an MKSM Transport Prioritisation Framework for transport schemes in the MKSM growth area.

Previously Fiona worked at Essex County Council where she was closely involved in the preparation and publication of the Local Transport Plan including the development of policy through extensive consultation, the resolution of funding/budgetary allocations and the programming of LTP schemes. She also worked on analysis of the Regional Transport Strategy contained within the Draft East of England Plan and the preparation of evidence for use at the Examination in Public.

Fiona has a degree in Geography and Economics from the University of Edinburgh and an MSc in Transport Planning and Engineering from Edinburgh Napier University. She is a Member of the Chartered Institute of Highways and Transportation (MCIHT) and has recently been accepted as a Member of the Chartered Institute of Logistics and Transport (MILT). She was one of the first young professionals in the UK to be awarded certification with distinction in Development Control competencies from the Institute of Highway Incorporated Engineers. Outside the office, Fiona is a voluntary leader for Girlguiding UK, running weekly activities for girls aged 5-7. Her other interests include dancing, visiting the theatre and attending international rugby matches.
