Within MRCMH's work with Siemens under the Complete Mobility Project, a City Index was developed which illustrates the performance of an individual city with regard to an ideal end-state of the concept of 'Complete Mobility'. On an early version of this Index Vienna scored very well; it was ranked joint third (with Tokyo) out of the 46 cities included in the Index. Only Amsterdam and Zurich scored better. Vienna appeared to illustrates a particularly good example of an economically well performing city with a strong urban mobility system. For this reason it was felt that it would be highly informative to examine the mobility system of Vienna, the challenges that it has faced, the lessons learnt, and it’s foundation for future challenges. This assessment was firstly intended to be of use for other cities referencing the Index with a strong desire to learn from “Best Practice”. Secondly, it was hoped that the Study would be informative to the decision-makers in Vienna where there is a strong interest in sustainable developing and mobility.
The Study also allowed for an updated version of the City Index to be developed. The updates included refinements and adjustments to the underlying methodology and particularly to the indicators used. Since completion of this Study, a range of cities and city regions have been added to the new City Mobility Index as part of our City Audit methodolgy.
