MRC McLean Hazel has unique experience in extracting global examples of best practice and innovation in funding, and in providing specific advice related to real situations.

 We understand that creating appropriate and sustainable funding packages can be difficult, particularly in the current period of austerity.  MRC McLean Hazel has devised and developed new forms of funding, as well as adaptations to existing funding mechanisms to help clients realise previously unidentified opportunities.  We also help to develop a strategy for funding including difficult decisions on prioritisation of investment programmes and enabling agreement between stakeholders with differing views.

 Funding solutions include:

• Road charging
• Parking policy and charging (including the Workplace Parking Levy in the UK)
• Land value uplift due to transport infrastructure (in association with E-Rail Ltd)
• Ticketing and fares policy and operation, including use of smart cards and mobile phones
• Organisational change and new partnership models of delivery
• New funding streams brought about by the implementation of Citymanager solutions
• Identifying and allocating the true costs of location policy - for example, as discussed in Transport Challenges and Opportunities: Getting more from less.

We have specific expertise on the development and operation of the Workplace Parking Levy in the UK as well as similar initiatives in Australia.  Our Managing Director, Sue Flack, led on the development of the Workplace Parking Levy proposals for Nottingham City Council, as well as developing very successful employer partnerships and exemplary travel plans.  We can provide unique knowledge and experience of setting up Workplace Parking Levy schemes including establishing policy objectives, working with stakeholders - including politicians and employers, and defining the details of the scheme to meet policy requirements.
